While certification is generally associated with inspections and certification decisions, effective certification depends on a broader operational system that includes personnel management, inspection planning, workload allocation, document control, technical review, communication, technology, and quality assurance. As certification bodies manage an increasing number of operators and certification activities, efficient operational management is essential to providing timely services while maintaining consistency and certification integrity.
